Sailing Instructions


Notice of Race
Attachment "A"
Amendment #3

Rules:
The Series shall be governed by the 2001 to 2004 ISAF Racing Rules of Sailing (RRS) except as any of these are modified by these Sailing Instructions.

Eligibility and Entry:
Only members of AYC, EYC, NASS and SSA may enter. Applicants for membership at AYC, approved by the Membership Committee, may be approved to enter. The person entering a boat must be a regular active participant on the boat and is responsible for the actions of the boat and crew during the event.

Notices to Competitors:
Will be posted on the Bulletin Board located outside the first floor lobby of AYC Clubhouse.

Changes to the Sailing Instructions:
Changes will be posted before 1200 hours on the day they will take effect.

Signals Made Ashore:
Will be displayed from the yardarm at AYC Clubhouse. Flag "L" (black and yellow check) means a notice has been posted. Flag "N" (blue and white checkerboard) flown on race day or the Saturday prior means the next scheduled races are canceled.

Schedule:
Close of Regular Registration: November 2, 2002 @ 1200 hours
Skipper's Meeting: November 3, 2002 @ 1200 hours
First Half Racing Begins: Following Skipper's Mtg.
First Half Racing: November 3rd through December 22nd
Hangover Bowl January 1, 2002

Courses:
See Attachment "A" .

Classes & Signals:
See Attachment "A". Class flags shall be displayed prominently at the stern for all races after 11/3/02.

Starts:
RRS 26 is deleted and replaced by the starting procedure described in Attachment "A". See Attachment "A" (available at skippers meeting) for details.

Starting Lines:
There are two possible starting areas, each with one end on the U.S. Naval Academy. The starting line will extend from a yellow flag on either:
1. Hartford Light to a floating orange mark. Numeral 1 preceding the course board(s) changes the floating mark to "Can 1SC", OR
2. Triton Light to a floating orange mark. Numeral 1 preceding the course board(s) changes the floating orange mark to "Can B".

Finish Line:
The finish line is between the RC flag on the AYC 2nd deck and the downstream edge of the most N-E Annapolis City marina building.

Course Change:
RRS 27.1 is replaced by the following:
Approximately one minute after the preparatory signal for a class the Race Committee may indicate a course change by displaying an orange flag. The orange flag will be lowered one minute before the start. These are not timed signals.

Individual Recall:
Will be in accordance with RRS 29.2. The Committee may call sail numbers of the boats recorded OCS on VHF channel 65A. Failure to receive the transmission will not relieve a boat of the responsibility of starting properly, and is not grounds for redress.

General Recall:
Will be in accordance with RRS 29.3 modified as follows: The last sentence of RRS 29.3 is deleted and replaced by: "The Starting Order and timing of subsequent starts will proceed as if there had been no General Recall. The recalled class will be restarted 5 minutes after the last class in the scheduled starting order. If more than one class has been recalled, they will restart in the order they were recalled at 5 minute intervals."

Shorten Course:
The shortened course finish line is between flag "S" on Hartford light and "Can 1SC" at the harbor entrance.

Course Reversed:
The marks of the course will be sailed in reverse order when code flag "R" (red field, yellow cross) is displayed with the course letters. Marks designated to be left to Port will then be left to Starboard and vice versa.

Postponement:
The Race Committee may postpone a race in accordance with RRS27.3. Racing signal procedures are modified as follows: Any time after the first Warning signal the AP (Red and White Pennant) will be lowered and a sound signal made ONE (1) minute prior to the Preparatory Signal.

Abandonment:
In the event of an abandonment, racing signal procedures are modified as follows: The Race Committee may abandon a race after the start by flying code flag "N" (Blue and White checked) accompanied by THREE (3) sound signals. Code flag "N" when flown alone shall apply to all classes; when displayed over a class flag(s), it shall apply to the designated class(es) only.

Time Limit:
RRS 35 is changed to read: A fixed time limit for all yachts is established as ninety minutes from their respective starting times. If no boat in a class finishes within the time limit, the race will be abandoned. No sound signals will be made. Scoring shall be as per "Scoring" below. Time shall be determined by GPS. This modifies both the Racing Signal Procedures and the Abandonment procedures of these Sailing Instructions.

Protests:
Protests must be filed in writing at the AYC front desk within 1.5 hours of the time of final finisher of the day, abandonment, or last race time limit expiration. Protests will be posted on the day they are received, and will be scheduled to be heard on the Sunday following posting. Hearings will be immediately after racing, unless posted otherwise.

Alternate Penalties
RRS 44.1 is replaced by: "A boat that may have broken a rule of Part 2 of the RRS while racing may take a penalty:
(1) At the time of the incident by taking a 20% Scoring Penalty (as prescribed in RRS 44.3(c))
OR
(2) After racing and before the start of a protest hearing involving the incident, by taking a 40% Scoring Penalty (as prescribed in RRS 44.3(c)).

However, if the boat caused serious damage or gained a significant advantage in the race or series by her breach she shall retire.

"RRS 44.3(a) is changed to allow flag "I" to be used as the yellow flag.
RRS 44.3(b) is replaced by: "A boat that displays a yellow flag or flag "I", but fails to comply with all other parts of RRS 44.3(a), takes a 40% Scoring Penalty (as prescribed in RRS 44.3(c)).
"RRS 44.3(c) is changed by adding: "The boat's 20% Scoring Penalty shall be the whole number (rounding 0.5 upward) nearest to 20% of the number of boats finishing, but not less than two places. The boat's 40% Scoring Penalty shall be the whole number (rounding 0.5 upward) nearest to 40% of the number of boats finishing, but not less than four places."

Arbitration
After a protest is delivered involving a rule of Part 2 of the RRS, one representative of each party may meet with the arbitrator. No witnesses are permitted. After taking testimony from each representative, the arbitrator will render an opinion:
1. That no boat broke a rule. If the representatives agree, the protest is withdrawn. If any representative disagrees, the Jury will schedule a protest hearing.
2. That one or both boats broke a rule. The representative(s) of the boat(s) breaking a rule may take a 40% Scoring Penalty (as prescribed in RRS 44.3(c)), and the protest will be withdrawn. If not, the Jury will schedule a protest hearing.
3. That the protest does not qualify for arbitration. The Jury will schedule a protest hearing.

Scoring:
Each boat starting and finishing and not thereafter retiring, being penalized or given redress shall be scored points per Appendix A Rule 4.1 of the Racing Rules using the low point system.

Appendix A Rule 9 is replaced by: "A starting boat not finishing, a boat that did not start, a boat that retired after finishing, or a boat disqualified shall be scored points for the finishing place one more than the number of boats that finished."

One race must be completed to constitute a series. Throw-outs for each half will be calculated as follows: 7 races or less - none, 8-10 races - one, 11 or more races - two.

Safety:
RRS 40 is replaced by: "It shall be the individual responsibility of each competitor to wear adequate personal buoyancy when conditions warrant." All safety equipment required by U.S. Coast Guard Regulations and Class Rules must be carried on board. A minimum crew of three, including the skipper, is mandatory unless class rules require less. A boat's crew may not change sails, leave the cockpit or emerge from a hatch beyond the waist after the preparatory signal for its' start.

Prizes:
The number of prizes awarded will depend on the number of different boats competing in each half of the series. There will be ONE (1) prize for five boats, TWO (2) prizes for six boats and THREE (3) prizes for eight or more boats.
