The organizing authority for this regatta is the Annapolis Yacht Club and the U.S. Etchells Class Association. The hosts are the Annapolis Yacht Club and Etchells Fleet 28.

1. RULES
1.1. This regatta shall be governed by the 'rules' as defined by the International Sailing Federation (ISAF) Racing Rules of Sailing (RRS) 2001-2004, and the Rules of the International Etchells Class Association, except as any of these are modified by the Sailing Instructions and any amendments thereto. The prescriptions of US SAILING will not apply.
1.2. The regatta is an Etchells Class B sanctioned event.
1.3. This regatta is classified Category A in accordance with Appendix 1 - ISAF Advertising Code

2. ELIGIBILITY - Eligibility shall be in accordance with the International Etchells Class Association Rules (CR) Appendix A.

3. MEASUREMENT
3.1. Boats will be weighed. Sails will be measured and stamped for this regatta. All sails presented for measurement must already be listed on the owner's sail card.
3.2. Copies of the current hull and spar measurement certificate and sail acquisition certificates should be mailed with the entry. Originals must be presented at registration.

4. ENTRIES
4.1. For entries and payment received by 18 April at the Annapolis Yacht Club, the entry fee is $375 per boat. Entries or payment received thereafter will be subject to a $75 late fee.
4.2. Entry may be made electronically or using the form available on the Annapolis Yacht Club racing website: www.race.annapolisyc.org.
4.3. The entry fee includes three tickets for the Thursday night dinner (extra tickets are $30), and three tickets to the awards party Saturday night. Launching and storage is included.

5. REGATTA SITE - Regatta Headquarters will be the Sailing Center of the Annapolis Yacht Club across the bridge from the Club House. Boats will be stored and launched from the AYC Sailing Center.

6. NOTICES TO COMPETITORS - Notices to competitors will be posted on the official Regatta Notice Board located at the Sailing Center.

7. SCHEDULE OF EVENTS

Races not completed on the day scheduled may be sailed the following day, except races not completed on Saturday will not be sailed.

8. RACING AREA - The racing area will be approximately one mile east of Severn River R"2".

9. SAILING INSTRUCTIONS
- Sailing Instructions will be available at registration and on the AYC website (www.race.annapolisyc.org).

10. ARBITRATION - For protests involving the rules of RRS Part 2, an arbitration hearing may be held prior to the protest hearing.

11. SCORING
11.1. The Low-Point Scoring System, RRS Appendix A, will apply, except that each yacht's total score will be the sum of her scores for all races unless five races or more are sailed. If five or more races are sailed, each yacht's worst score will be excluded.
11.2. Four races must be completed to constitute a series.

12. PRIZES - The Etchells North American Perpetual Trophy will be awarded to the overall winner. Keeper Prizes will be awarded to skippers and crew placing first through seventh. Daily and special prizes will also be awarded.

13. LOANER BOATS - A limited number of boats will be available on a first come first served basis for entrants from fleets that are located 1,000 miles or more from Fleet 28. Contact Bill Chambers or Sandy Morse. Boats will be assigned according to a random lottery at on-site registration.

14. COMMUNICATIONS
- For safety purposes only, each boat shall carry a VHF radio capable of communicating on channels 9, 16 and 72.

15. SUPPORT BOATS - The access of coach and support boats will be restricted and prohibited from providing assistance to boats that are racing.

16. IDENTIFICATION - Boats will be required to carry bow number stickers and may be required to carry event sponsor stickers per RRS Appendix 1 20.3 (d) (i).

OTHER INFORMATION
· Annapolis Yacht Club guest privileges will be established on registration. All areas of the Club will be available.

· There will be no charge for storage of boats two weeks prior to and two weeks after the regatta. Longer storage may be arranged.
